The submerged vehicle was found in the area of Mill Street and Russell Street, said Windsor police Staff Sgt. Jeff Verkoeyen.
“Somebody drove it into the water,” said Verkoeyen. He said the vehicle was reported stolen early Saturday morning.
“We didn’t know if somebody was trapped in the vehicle, but that turned out not to be the case,” said Verkoeyen.
